I have had the pleasure of working with Ivory Anderson, Principal of The Elite Guardian Consulting Services, since 2009. Ivory was the first person hired by the San Diego Unified School District to assist in shaping and administering the SDUSD Project Stabilization Agreement. His task has been to provide expertise and technical assistance in providing documents, systems, and procedures for administering the PSA. Since the first PSA-covered project was awarded, Ivory served—and continues to serve—as a day-to-day on-site problem solver at PSA-covered projects for the various PSA stakeholders: union business managers, general contractors, and subcontractors, as well as SDUSD representatives (e.g., construction managers, project managers, inspectors). Ivory has developed a well-earned reputation for patience, respectful listening, demonstrating comprehensive knowledge of the PSA, and treating all parties fairly.

Given the scale and longevity of the SDUSD PSA and his term of service, he has established an invaluable reservoir of institutional memory. While the SDUSD PSA staff has grown as the number and dollar volume of PSA-covered projects has increased over the years, Ivory remains an indispensable member of our team.

Over the past (20) years, in my former position as Business Manager of Plaster Tenders of Southern California Local Union 1414, I signed and worked under many PSA(s), Community Workforce Stabilization Agreements, etc. where there has been a third-party PLACC involved. Without exaggeration, I can state that I have never worked with a PLACC that has done such a remarkable job of keeping the record straight, the parties to the PSA informed of the requirements of the PSA and who intervened at an early stage to resolve problems as Mr. Anderson had done with the San Diego Unified School District PSA.
