Who We Are

Ivory J. Anderson, Jr., has more than 20 years of regulatory compliance experience and 17 years' experience as a State-certified third-party labor compliance contractor, bolsters TEGCSI's grasp of wage compliance, labor law, and labor agreements.

He is an Honorably Discharged Veteran of the United States Marine Corps. TEGCSI is a Veteran Owned, Disabled Veteran Business, Minority Owned Small Business, Disadvantage Business, Small Business Enterprise, and a Service-Disabled Veteran Owned Small Business.

Anderson worked for the Division of Labor Standards Enforcement, investigating numerous allegations of wage violations, settled prevailing wage disputes, interviewed construction and farm labor workers, and advised all stakeholders on interpretations of the California Labor Code public works sections.

TEGCSI understands the relationship and coordination required between a Project Labor Agreement Administrator(PLC) and an agency's labor compliance team.TEGCSI established the roles and responsibilities for the SUHSD's PLA. We also created the Labor Compliance Contractor Violation Escalation Procedures process to resolve Labor Compliance issues within 30 days; if not settled, it was forwarded to the DLSE for further investigation.

Fostering relationships and maintaining up-to-date knowledge of laws and regulations that affect the enforcement of prevailing wage rates required by Project Labor Agreements (PLA) and Labor Compliance Program (LCP) are vital to a successful program administration.

TEGCSI's relationships with the area's leading contractors, both union and non-union, are useful to our clients.

Our solid relationships with the region's public/private sector clients, Building Trades, SW Regional Carpenters, as well as numerous contractors undoubtedly has contributed to our success. Still, our years of experience managing and administering labor agreements for the San Diego Unified School District (with some of the area's most extensive and most challenging construction programs ),the Sweetwater Union High School District, and a number of labor compliance programs, has set us apart.
